Returning to the United States on an Expired U.S. Passport
If you are overseas and your passport expired on or after January 1, 2020, you may be able to use your expired passport to return directly to the United States until December 31, 2021. See this page for more information.
Imminent Departure — If you need a new passport on short notice
If there are no regular appointments available in the next two weeks and you need a new passport on very short notice because you have an emergency situation requiring you to travel to the United States, you may use the following guidance to prepare for your application:
1. Fill out and print FORM DS-11 or DS-82
Lost, stolen passport or passport for minor child:
Complete FORM DS-11 online, and print it out single-sided. Back to back printed forms cannot be processed. Do not print the instructions as you are to use this website instead. At ‘Mailing Address’ list your Dutch address, even if it is only temporary. You cannot currently list a “Country” when completing the “Emergency Contact” section on our forms. Please list an emergency contact in the United States. Do NOT sign the form. Applications filled out by hand may require longer to process.
Recently expired 10-year passport:
Complete FORM DS-82 online, and print it out single-sided. Back to back printed forms cannot be processed. Do not print the instructions as you are to use this website instead. At ‘Mailing Address’ list your Dutch address, even if it is only temporary. You cannot currently list a “Country” when completing the “Emergency Contact” section on our forms. Please list an emergency contact in the United States. You may sign the form in advance. Applications filled out by hand may require longer to process.
2. Social Security Number Requirement
You must provide an answer to question no. 5, even if you do not have a Social Security Number or do not remember it. Do NOT list your Dutch Burger Service Number (BSN). Click here to learn more about passports and the social security number requirement.
Note that if you have a Social Security Number but cannot provide it, you may qualify for an emergency passport valid for only a couple of days and only for direct return to the United States. Proof of travel, e.g. itinerary or e-ticket is required for this service.
3. Proof of U.S. citizenship
Bring your last issued U.S.passport. If you no longer have your last issued passport, prepare FORM DS-64, and bring:
– your original U.S. birth certificate, or
– your original Consular Report of Birth Abroad, or
– your original Naturalization Certificate, or
– your original Certificate of Citizenship
4. One 2"x2" U.S. Format color passport photo
Provide one U.S. format: 2″ x 2″ (5 x 5 cm.) passport photo. We cannot process the smaller Dutch format photos! Click here for guidance on the perfect U.S. passport photo. Make sure to watch the video.
5. Proof of your emergency
In order for the Consulate General in Amsterdam to determine whether you meet the requirements for an expedited appointment outside of our regular appointment system, your request must include evidence of your emergency situation. This could be:
- Proof of the life-or-death emergency in the United States, such as a death certificate, a statement from a mortuary, or a signed letter from a hospital or medical professional. Documents must be in English, translated if necessary.
- Proof of other unexpected family circumstances in the United States, e.g. a marriage invitation
- Proof of international travel (itinerary/e-ticket)
An expired passport by itself is not considered an emergency by the State Department, nor is running out of blank visa pages. It is best to renew a passport 8 months before it expires or when you have less than 8 blank pages left. Know that in the United States you can Get a Passport in a Hurry, at an extra fee, as long as your passport is still valid on the day of travel, blank visa pages or not.
Bring a plain photocopy/print out of:
- Your expired passport
- Your proof of the emergency
- any other documentation applicable to your application.
Copies of the application forms are not required.
7. Emergency Appointment for minors
Emergency passports for children under 16
Emergency passport issuance for children under age 16 has the same document requirements as regular passport issuance for children under age 16. I.e. you must present proof of your relationship with the child, both parents must consent to the issuance of a passport, etc. Please click here for more information on how to prepare for such an application.
8. Passport Application Fee
Consular fees can be paid with any credit card (Visa, Mastercard, Discover, American Express, or Diner’s Club). U.S. debit cards are also accepted if they carry the VISA symbol. Please note that the credit or debit card must be in the name of the applicant or the accompanying parent or legal guardian if the applicant is under the age of 18.
While a credit card payment is preferred consular fees can also be paid cash in Euros. We do NOT accept U.S. dollars, checks, or PIN cards. Please bring exact change to the appointment. For a current list of fees please see (https://nl.usembassy.gov/u-s-citizen-services/fees/).
Please keep your wallet with you when entering our waiting room.
9. Do I need an appointment?
Yes! First try to set up an appointment via the regular instructions:
Note that slots open up if we receive cancellations. Check back with our appointment system regularly if you wish for a earlier appointment slot.
If you are a resident of the Netherlands and have imminent travel, but no valid passport, and there is no appointment available in the next 10 working days, send an email to AmsterdamUSC@state.gov. With this e-mail provide us with:
- Proof of the life-or-death emergency such as a death certificate, a statement from a mortuary, or a signed letter from a hospital or medical professional. Documents must be in English, translated if necessary.
- Proof of international travel (itinerary)
We will then contact you by e-mail if we can give you an emergency appointment. Prepare to be at the Consulate for several hours as customers with regular appointments must be helped first. E-mails that do not meet these requirements cannot be considered for an emergency appointment slot.
ARRIVE ON TIME
Try to arrive at the Consulate at least 15 minutes prior to your appointment time. If you miss your slot we must ask you to reschedule.

10. Passport delivery
If you can be issued an Emergency passport, you will receive instructions at the Consulate General in Amsterdam on when you can collect it. Approved emergency passports can usually be collected the same day.
Note that emergency passport are essentially for finishing your trip and returning to the United States. Not all countries will admit U.S. citizens on an emergency passport: check here for more information. Once home you must get your emergency passport replaced with a regular full validity passport as soon as possible.
If issuance of an emergency passport will not resolve your urgent travel needs, we will order you a regular passport and send this to you by mail. Y
Provide an A5 (C5) size envelope (approx. 23 x 16 centimeters), write the passport applicant’s name and address on it, or attach your DHL waybill*.
All envelopes must have sufficient postage. As passports are sensitive documents that are difficult to replace we strongly recommend providing a registered mail sticker. We recommend using a trackable delivery service to receive your documents. we recommend using the trackable “waybill” from DHL express. This ‘waybill’ may be purchased online at https://my.dhlexpress.nl/pwa/shipment/package/ . When prompted, please select “Mailbox Parcel”, and enter your personal information as the recipient. We recommend you check the option “E-mail Notification”, so you immediately receive the tracking information to follow your shipment after it has been sent. When asked for information about the sender, enter your own name and the mailing address for the U.S. Consulate General Amsterdam: John Adams Park 1, 2244 BZ Wassenaar. Please use your own e-mail address as sender and receiver so you receive all correspondence regarding your shipment. The cost of the trackable service begins at €3.95. Additional options, such as insurance, can be added for an additional fee but are not required. *Once you receive your electronic waybill, affix it to the front of the envelope that is required for your service.
Alternatively, you may provide 5 regular “1” stamps. Please note this way the shipment is not trackable. Mailing is at your own risk.
Regular passports are printed in the United States. You should allow for up to 15 working days before you will receive your new passport.
